Definition

ZKB State Guarantee concerns the explicit cantonal backing attached to certain cantonal-bank obligations; the scope and legal design of such guarantees are institution-specific rather than uniform across Switzerland.

Institutional structure

Switzerland’s federal system leaves substantial fiscal autonomy below the Confederation. Debt capacity, tax base, guarantee arrangements and budget rules therefore have to be analysed at the individual issuer level.

Pricing implications

A cantonal bond is not simply a smaller Confederation bond. Liquidity, issue size, fiscal position, investor demand and any legally defined guarantee can create persistent spread differences.

What to monitor

Use the issuer’s accounts, budget rules, debt maturity profile and guarantee legislation. For cantonal banks, distinguish the bank’s own balance sheet from the canton and verify exactly which liabilities a state guarantee covers.
